Just a native tree (or not) that found its way into the wrong place. I will tell you this, my neighbor has one of those in his back yard, right next to the fence and right in between other things he planted and we have been fighting back that tree for sometime now. I would suggest removing it and if you want to keep it place it somewhere it can grow...because it will get really big...really fast.
