What plant is this (with pics)

It's found in sandy soil on the banks of the Columbia River in Portland Oregon. It also has creepers that run along the ground.

Salix exigua.

 

Sisyrinchium of some kind ? Guess not, interesting.

 

Looking at the closeup it may not be the willow. But it wouldn't be Sisyrinchium either, those produce basal leaf tufts except for a few on the flowering stems.

 

A flower description may help.
