JPierre, I'm curious if you had considered that species as a possibility, but discounted it because some web sites listed it as having opposite leaves (which it clearly doesn't).
On a french site it said that the leaves are "alternes" and they are so I could think that it the right name given to the plant. The site is a serious one. But a mistake is always possible...So I would say that the plant could be a Bertorea...
Sorry, I suppose I was a bit confusing. The mistake was on other sites that said Berteroa incana has opposite leaves. Berteroa incana does have alternate leaves, and I agree with Lila's ID.
