    Vinca sp.
    Vinca minor variegata.

In some places it is considered a thug/invasive.

Can I second Silver surfers comments, it is a thug. This is planted in my next door neighbours garden, or should I say 'now in mine'. It is very invasive and hard to get rid of. I have hacked it back for decades and yet every year, 'there it is again'.

Not one I would recommend, a bit like Russian vine it takes over very quickly.
