Does anyone know what this plant is?

It grows through our back fence every year here in Surrey, B.C. (zone 7b) The main plant is used by the Vietnamese family who live behind us, and I gather from them that they use it for some sort of culinary purposes, possibly to make a tea. But because their accent is so heavy, it is difficult to be certain what they were telling me.

The branches become somewhat woody towards the end of the summer, but the plant never actually becomes a completely woody shrub. The plant is shrub-like, but tends to die back in the Winter then get going again in the Spring. The branches can reach around 150 cm. long by the end of the summer. The flower is perhaps 2 cm across and the leaves, perhaps 7 cm long.
