What is this blue flowering bush?

It Grows prolifically in Oregon. I have seen it elsewhere. Can someone help?

california lilac (ceanothus spp.) commonly available at many garden centres and prefers a dry soil

Many wild species, native mostly to California. Garden variety 'Victoria' prevalent in local garden centers at this time.
