Shrub with small 4-petaled flowers

    Hello, I am in northern England and this shrub has me stumped.
    It is about 20ft tall by 15ft wide and just starting to flower now (22 May).
    The tiny 4 pointed, star shaped, flowers are 1/4" (5mm) in dense clusters and have a faint scent. You can see the leaves have tiny, very fine teeth and are about 1" (25mm) long.
