Sorry - missed this one - I'm still only reading my Jan 1 emails - 92 new messages still not read (from a total of 900+). Anyway, it means it happens at ignores daylight savings time - because the calendar on here adjusts itself for DST. It simply enforced the noon start time (because the event was posted before the time change). The real problem is the hokey time change system.
