Please ID this plant (winter picture)

In my goal to photograph and ID the native plants (summer and winter) on my property, I'm stuck. This specimen is about 5 feet tall. Using C.P.Lyons' "Trees Shrubs & Flowers to know in British Columbia", the closest I came was Antelope Bush (Purshia tridentata), but I don't think that's it. Is winter ID too difficult?

 

I can't get it to blow up enough to tell anything.

 

I'll try a larger size...nope, file's too big.
