I happened upon this plant driving through Langley, it is on a vacant lot, and I am really interested in adding one to my garden beside my Gunnera manicotta, can anyone please help me to identify it, it is just fantastic and so majestic.

Can this one be transplanted, it is 8 feet tall, and 2 months ago it was only three leaves

Giant hogweed. Do not propagate or transplant! Look for the native cow parsnip at nurseries stocking native plants instead.

Run away from it and notify the authorities! Seriously, DarylSeed: this is the plant from hell. Read about it!!! DO NOT TOUCH IT.
