Plant ID on two please

    The first photo is a low growing almost mint green plant. It doesnt bloom at all and has a strong aroma like it might be some type of herb.
    The second I grew from a cutting off a shrub on an old home place, possibly a quence or pomegranate? (It has no fruit).

    #1 looks like it could be Queen Anne's Lace (Dauca carrota), except you say it never blooms.
    #2 looks like a double-bloom cultivar of Pomegranite, in which case it won't fruit.

    #1 looks more like a species of Artemisia to me.

    Yes, possibly Artemisia schmidtiana 'Silver Mound'.
