Palm Identity?

    Can someone help with the name of this palm. The neighbors fronds hang in our driveway, and i need to trim them.....without hurting the tree.......Does anybody know how this can be done the easiest? Hopefully its not a sensitive palm, so i can cut all the fronds on our side off.....Thanks for your help
