Need to ID plants

Several new plants have appeared this year. Would someone please help me identify these two? The first one has not bloomed, but the other has chamomile type flowers and very soft fine cut foliage. It is about 18 inches tall.

 

Can we see a larger photograph? This one's a bit too small.

Pretty sure plant on the right is an Oenothera Spp.
