I asked the gardener at the building where this is growing: what is that grass-looking plant around the corner that is taller than I am, as I reached as high as I could, and he said it's an Allium. I described it again and he didn't change his answer. Isn't this a grass? Is it Miscanthus x giganteus?

Definitely a grass (Poaceae), and looks good for pics of Miscanthus x giganteus I found online.

Almost without exception, Allium smells like onion, as a quick test.
