Is this a Japanese Iris?

I was given this plant in a very old little pot. It seems to be growing from bulbs and resembles a tiny form of iris, but I'm not sure. In 3 years it has never given flowers or anything except perfectly flat fan shaped blades no more than 1/2 in. wide. Can anyone ID it for me?

 

I suspect flowers might be needed to identify.
