Can someone identify this plant/tree? I find several new startups of this daily in my flower garden and have to remove them. Is there a way to stop these little upstarts? Thank you.

Coal Age relict resistant to toxins in the environment - nearly or entirely the only plant seen growing on the heaps around the Tacoma smelter (where arsenic is supposed to be the main inhibitor). About the only way to remove it is to shade it out with taller plants like dense trees and shrubs.
