This plant appeared from nowhere in my Neigbour’s garden - pls assist and help

 

It looks to me like Castor Bean (Ricinus communis). It is very toxic - the source of the infamous poison, ricin.

second, is the green foliage turns red? The link you gave me shows red plants and not green
