Here is what i know so far. The plant smells very strong of like sweet tarts or some type of candy like that. It has a tap root which is evident in the picture and grows flat to the ground as apposed to up. it has furry leaves. Here are some pictures.
It also Grows in very sunny dry soil. The soil is also very rocky all around it.

I take it this is a wild plant. Any sign of flowers or seedheads?

it is wild. And the head of it seems to have little tiny yellow dots.

Try seeing if any wild buckwheat (Eriogonum) native to the area seems to be similar.

Another possibility is Antennaria, though that brief description of the flowering head does sound more like what would be used to describe Eriogonum.

Gross appearance of sample shown much more like wild buckwheat(s), although if it turned out to be neither I wouldn't die from shock.

Those are not the right plant i will post some more pictures. Although the ones your speaking of are everywhere these are different i have observed them a little more and found that they grow wide and not up very, they are very close to the ground. And when i said flowering head i meant more like that of the Cannabis sativa plant very close to the leaves and very bud like. Here are some pictures of the budding heads (i got a better camera as well) also remember the very sweet smell that comes from the leaves especially when torn.
