Heart-shaped leaves, look like Davidia

    When I was looking at these leaves, I thought I was photographing a shrub, on the Greig Rhododendron garden path outside the golf course at Ceperley Meadow. Now that I'm looking at the photos, I think the leaves look like Davidia involucrata, with the appropriate pubescence. Can that be what this is - a whole bunch of seedlings left to grow? Or planted there to get them going, after which they will be removed? I didn't look to see if it's a single plant, which is what I thought at the time. But if Davidia, would it be so shrubby if a single plant?
    Or is it something else?
