I'm in love with this small tree at my in-laws house in Kingston, WA, but no one can figure out what it is. Has any seen it before?

Flannel Bush, due to it being covered with irritating hairs.

According to San Marcos growers: "The fuzz (stellate hairs) on the leaves can be very irritating to the skin, and protection should be worn for the eyes if a person needs to work with this plant."
