I saw this plant all over town this summer. I watched it for a few weeks and the flowers seem to barely ever open. At first the buds were all green inside, then they slightly opened and you could see the very tips of yellow petals which eventually turned into white fuzz. My best guess was some species of Senecio, but I couldn't find anything that really matched it.
