A shrub wall here, but I've seen them in the neighborhood as small trees a couple of meters in height. My best guess is Ligustrum sinense, but there seems to be quite some variability in the examples online with differing leaf colors, sizes, shapes, and textures, and with some having much larger flowers than I see here. It could just be a species with a range of appearances, but I could also be completely off in my guess.
