I live in Eugene, OR and this was here when I moved in. I thought it was dead, just a woody looking base, but this summer it has sprouted some new shoots. It's quite sad looking and I'm hoping to find a way to make it look a bit better and give it proper care, but I can't figure out what it is. I've asked around and the guesses I've gotten are Forsynthia, Dogwood or Honeysuckle.
