Can't identify this shrub/tree

    I live in Eugene, OR and this was here when I moved in. I thought it was dead, just a woody looking base, but this summer it has sprouted some new shoots. It's quite sad looking and I'm hoping to find a way to make it look a bit better and give it proper care, but I can't figure out what it is.

    I've asked around and the guesses I've gotten are Forsynthia, Dogwood or Honeysuckle.

    If anyone has an idea let me know, also any clues on how to get it looking less sad!
