    Leatherleaf mahonia

    Yes, it looks like Mahonia japonica or M. bealei, both of which are commonly called leatherleaf mahonia.

    The hybrid mahonias (such as M. x media 'Charity' or 'Lionel Fortescue') are not as straggly as the one in the photo.
