Does anyone know where I could acquire wollemia cones or a young sapling near Toronto? I've been searching for a while, and it seems they are mostly isolated to Australia, UK and occasionally BC.

There's a reason for that - all those places have mild winters, USDA Zone 8 or warmer. Wollemia can't survive the colder winters you get in Ontario - an indoor plant only for you. Sorry!
