White powder on spartan apple seedlings

    Can anyone identify this white powder?
    It's not dust...

    I had eight spartan apple seedlings growing outside in cups and it affected all of them at once.
    They are still making new leaves. It takes about a week for the white powder to spread to the new leaves.
    Is it a fungus?
