Most succulent plants do not bloom easily and predictably. Factors include; the maturity of the plant, growing conditions (sun, temperature, rain, soil, fertilizer, etc.), and how tightly packed the root system. In my experience with various Echeveria, the ones that consistently bloomed were mature plants, with several offsets, and somewhat root-bound in their containers.
