When do Purple Robe Locust begin to form a leaf?

    I planted this 7' tree in February in Reno Nevada and it still has no buds. When do they start to form? I thought the tree might be dead but when I cut a piece of it's branch it was still green and alive. There has been no change to this tree since I planted it 3 months ago.

    If it doesn't bud out within another month or so it probably isn't going to.
