These are members of the genus Usnea, possibly all the same species, especially if you found them in proximate locations or similar habitats. What was the habitat: Area and substrate?

Is the shrub in a city park, rural area, urban environment, residential area, or in wilderness, or on coast?

They are on a small shrub in Terra Nova Park in Richmond,
a few hundred yards from the river mouth/sea.
