We are in Calgary, and we planted a Brandon Elm last spring. It over wintered fine and seems healthy, other than these weird leaf-balls. I suspect insects but I know I'm not supposed to prune the tree in the growing season, so I'm not sure if I should cut them off or what. Any ideas?

Aphid of some sort. I'd snip them off and discard them.
