I cant dig up my yard much(renting) but I do have a shallow garden bed, and its quite large.

What veggies do good in shallow beds?
    Obviously not carrots ;)
I have found a few, but what would you suggest.
    THANKS

Salad greens; lettuce, spinach, arugula, all have shallow root systems.

You might try going UP, too. My soil in zone 5 was so hard that I had no choice, so began gardening in wooden crates from a motorcycle shop (filled bottom half with leaves I'd raked up, then added mix of sand, potting soil, vermiculite, etc). Almost anything grew, and well. Also amended soil with veggie kitchen waste (ground in blender) until I had enough compost to really do the job. This worked for years (the deer hardly had to bend over to demolish amaranthus & green beans) until boxes rotted. :-)
