Identification: Tree with beard-like flowers

    I spotted this tree with beard-like flowers in a park. The photos aren't very good, but the flowers look like thin yellow "beards", or brushes, with black spots in them (seeds or aphids under steroids ?). The new leaves are pale green and, I think, palmate. What is it ?

    They are in bloom here now. The trees are dioecious, these are the male flowers, which can be spectacular.

    Right.
    It was very sunny, because of my mask my glasses were full of steam, the branches were well above a man's height, and I had never noticed that on my Acer negundo 'Flamingo' before. I gathered some seeds from my 'Flamingo' before, all of them turned back to the plain species, and so far, no flowers on it.
