Trying to find a good evergreen that would work to block out the apartment across the street. Live in New West, in a spot that would gets tons of sun. Max height to be 20-30' and 10' wide. Hopefully a fast grower!
Any ideas, and if so where to find it.
    Thank you

Small and fast is a rare combination frequently asked for. If you will be planting on the street your municipality may have rules about that, including requiring a permit and adherence to a list of certain kinds of trees. Otherwise maybe grab a copy of the Sunset WESTERN GARDEN BOOK and look at the table of screening plants in the plant selection guide near the front. Multiple possible attributes to be considered, if you learn the full range of kinds that seem to be good candidates you can decide which additional features you would like to include - maybe things like fragrant flowers or colorful leaves for instance.

Going to top it when it gets that high?

Also, short height means slow growing if you don't want to top.

Maybe you could mention how many years from now you would like it to be 20' to 30' high.

Incense cedar can get taller, but it's somewhat narrow for form.

Hornbean probably fits your want. But it's not evergreen. But it gets enough limbs to be a visual block in winter.
