Transplanted olive tree (maybe dead) growing suckers

    I have a 40 year old olive tree I transplanted from about 50 miles away. The tree at first went into shock and has not shown any growth for about a year and a half now. I've been caring for it as I was informed to, and the only growth is a group of suckers coming up. How do I tell if it's dead, and should I remove the suckers?

    If the top is bare or brown and crispy, with the suckers not definitely coming from it then the tree is dead. If the situation is otherwise then the tree is still alive.
