I have a couple of thyme plants in my garden, and they look so scraggly and awful. Should I just replace them or can I drastically cut them back and if so, when?

Feel free to whack away. I cut it back off of stepping stones and dig out good portions of roots to keep it where I want it every spring.

    Whack!

The upside is, of course, that plants are replaceable.
