Your leek has started to flower. If left it will then be fertilized and you will get seeds developing, from which you could grow more leeks! http://images.google.com/images?q=l...1I7SUNA_en-GB&um=1&ie=UTF-8&sa=N&hl=en&tab=wi Once they throw up the tall flower stalk they are no longer nice to eat.
This thing looks more like the pistil with stigma only. The leek has allready flowered and then it shot this out of the base of one of the leaves.
Not sure what you are describing. But, what I see in your pic, is a leek with a very long green flowering stalk. On top, are lots of white bits, in like a tissue paper covering. These are the flowers which will open to show all the reproductive parts of a flower. (male parts which include the stamens, anthers etc. also the female parts which include the stigma, style etc.) http://holdtheonions.net/wp-content/uploads/2009/05/postalliumwhite.jpg
I can see that this one leek has produced a perfectly normal, straight stalked flower head, as well as another bent stem, from much lower down in the base of the leek. While, it is not the same as the main flower stalk, it is never the less a stalk with flowering parts on. What has caused it to be so small I cannot say. However, I have found this article which seems to describe what you have. They seem to say it is caused by an insect called Acrolepiopsis assectella. http://www.jstor.org/pss/3544333
