Small green bugs on my Peris Japonica!!??

What are these things?

I have a Peris Japonica that's on my balcony this morning i noticed these very small green buys with almost white or clear legs.. looking really close they seem to move and look like small spiders... I've looked at spider mites on the web and they don't really look like these bugs...

I have some herbs and fruit and veggies growing on my balcony.. I've only had them a week and am afraid these bugs will infect them so I'm moved the japonica as far away as i can... I'm worried they will get into my apartment and infect all my plants...
.. am i being paranoid?

Can someone please just tell me what they are....
What kind of damage can they do?
and How can i get rid of them?
