Sick Ornamental Tree

    I have an ornamental cherry tree - I'm not sure if it is a plum or cherry - that had magnificent blooms in the spring. Since it dropped its petals in a recent rainstorm, something is attacking the tree. The leaves were all lace. They didn't fall - they were completely eaten up. I suspect it is an insect but I can't see any on the leaves that are left.
    I also have a large Bing Cherry tree on the property and it is suffering as well, though it has survived a bit better. Last year it bore no fruit at all though there have been previous years with good harvest.
    Apparently many cherry trees and other fruit trees have suffered like this in the Maple Ridge area. Can anyone tell me a) what the tree is (see photo); b) what is attacking it; and c) is there anything that can be done to control it?
