All my roses are leafing out; is now the right time to prune them or wait until risk of frost is gone?

In your climate it is OK to prune now. Of course, there is still risk for late frosts, but as your roses are already starting to leaf out, I wouldn't wait any longer. In case of serious frost risk, keep a floating row cover nearby, to protect frost sensitive plants.
