Here is a picture of unique flat stem primula among Primula bulleyana. On the left side of Upper Asian Way. Is this bulleyana or some cultivar of bulleyana?

Fasciation - a random deformity, like a cleft palate.

So as I understand it is still Primula bulleyana. Why it happened, what kind of conditions could effect the plant?

It can be a genetic mutation (i.e., a cultivar), but can also be caused by environmental conditions (e.g. excessive soil fertility), perhaps also by infections.
