We moved into a house last summer with a plum tree in full bloom, which produced an enormous amount of plums...so many we had to give over half away. This year, already July, there are no leaves on the tree at all. Last year we noticed "black knots" in the tree and the previous owner said it was not an issue...could this be the problem? Is it normal for the tree to have no leaves or blooms of any kind at all at this stage?

Yes, exactly like that. And the tree did not sprout even one leaf this year.
