Can anyone tell me what kind of plant this is? I've never seen it ever, it's very neat, it has flowers growing from the leaves.

hmm, go to Google Books and enter keywords "flora europaea" plus name of desired plant genus. example: flora europaea ruscus that's because not all of flora europaea is available online... it costs a lot to buy, if I may add.
