If they're seedlings they are no longer the cultivar, unless the cultivar is a seed strain. And probably the "glauca" part of it is not part of the cultivar name - if the cultivar was named after 1/1959 it definitely should not be (no Latin in new cultivar names after then).

If the parent was extra blue it is certainly possible you will get some nice blue seedlings among those that come up.

It's ebay! But even seed catalogs offer seeds taken from named forms that aren't seed strains (cultivar or location name indicating general characteristics that tend to be passed from one generation to the next) with the idea that seedlings of them may pick up some of their attributes. This can vary quite a bit, sometimes seedlings of a cultivar do not inherit much of its appearance or behavior at all.

I see what you're saying, so unless it was asexually propogated, it's not 100% chance it'll look like cultivar x?

As they develop you will see what you are going to get. Since blue spruces are grown from seed in quantity and sold as blue spruces apparently many of these do come out blue.
