Identification: Pest on Hansa Rose

We found this pest parked on the leaves of our Hansa Rose. It did not appear to be eating the leaves, just spraying tiny jets of moisture into the air. Hopefully this close up will give you folks an idea of what it looks like.

Any help would be appreciated.
