peony problem

hello, i'm looking for some advice about a peony problem. A friend of mine, who lives in Port Moody, planted a peony in her garden about two years ago. it has only ever grown one leaf and one flower.

any thoughts of what the problem, if it is indeed a problem, could be?

any suggestions or thoughts would be very useful.

It may be that they are planted too deep, that is a common mistake with peonies, or perhaps not enough sun? They need at least 4-5 hours of direct sun to bloom. Here is a link to planting directions:
