Late reply. I saw Cestrum Nocturnum plants in almost all garden shop here in Richmond, Vancouver during May & June. Hope you find one in Ottawa already. I bought one, and on the process of pruning made another plant (growing is easy from cuttings). None of them bloom yet. Probably because it is first year. Let me know, if you need a cutting, maybe i can try sending a cutting to you.
Check with the three businesses along a stretch of SE Marine Dr in Burnaby (around the corner from Mandeville Gardens). Don't know about this year (because of COVID-19) but the first and last ones in the list had this plant in past years.
