Propagation: New shoots - can I propagate these?

    Hi. Our ponytail palm grew too tall, so we cut it off and hoped it would re-grow. It did, thankfully, and it looks like this 3 months after the chop. I'm wondering if I can remove any of these shoots to propagate new plants? Or are they just bunches of leaves and not 'pups'? (I'd like a few more to put around in the garden)
    Unfortunately I think we chopped it off too high and we'll probably have to chop it again to be much shorter in a few years. Do you think we could do this successfully?
