Is there anyone who knows what this plant is?
It is approximately 23 years old & as the leaves on the bottom die they don't come back. The stem is fragile. I don't want to upgrade to a bigger pot, I'm wondering if there is any way that the scraggly bottom leaves and stem can be cut off and can I replant the stem? It's about 35" from dirt to top right now. ANY help would be so appreciated!!

It's a dracaena, could be sanderana or one like it. Yes you can cut the top off and re-root it. Leave the rest in the pot and it will produce one or more new heads. That's the way I keep mine house sized. You'll probable get alot more info from the rest on this forum. Good luck barb

Looks like Dracaena fragrans 'Warneckii', (syn. D. deremensis 'Warneckii'), Striped Dracaena.

Thanks!!! From looking up on the net it is the striped dracaena. Can't find the info I'm looking for though on whether or not I can lop off all the leafless stem and replant it to make it look a little better. I don't really have a green thumb so any specific directions or advice would really be helpful! Thanking everyone in advance!

yes, you can top it off and plant the top piece and it'll grow roots. you can also keep the original trunk potted up and it will sprout leaves - maybe even in two spots.
