My palm is not well

I have a fourteen foot palm planted this spring it has been fine up until few weeks ago,I metered back my sprinkler do to drought conditions But it seems my spongs or what ever there called are shrinking should I fertilize,with palm fertilize,I also so see my burmuda grass has creeped up towards the tree is that a issue?Thanks Alan

I have and old picture,I will take a current picture.

 

I had some nice growth,thru the summer here in SC,Now it looks sparse.the past picture was after we planted or had it planted.
