My Oleander is about 2 years old. Lately it has had white foamy stuff in the joint of the plant. I have washed it away numerous times. Today I noticed that some of the leaves are dieing. How do I save this plant. I cut it down today. The top part was infected more then the bottom. I took the top and soaked it in water for a while and put it in a cup to see if I can root it.

You may have Spittle bugs (creating the foam) on the plant.

Oleander isn't hard to root you should be able to.
Every year mine gets the leaves eaten off by caterpillars, but oleander is a tough plant and it always comes back
